CODE OF CONDUCT

Guiding the revolutionary spirit, discipline, and integrity of the SWAPO Party Youth League.

Pursuant to Article 7(2)(b) of the Constitution, every member of the SPYL is obligated to act with dedication and commitment in the interest of the SPYL, the SWAPO Party, and the national interests of Namibia. This Code of Conduct outlines the expected behavior of all cadres.

1. Fundamental Obligations

Unwavering Loyalty

Members must constantly and tirelessly explain, defend, and ensure the implementation of the policies and programmes of the SWAPO Party.

Organic Unity

Members must contribute towards the organic unity of the Party and oppose factionalism. You must be an exemplary member, acting in the spirit of comradeship.

2. Prohibited Conduct

In accordance with Article 3(1) of the Constitution, members are mandated to be vigilant and constantly combat the following tendencies:

Nepotism & Favoritism
Tribalism & Regionalism
Corruption & Moral Decay
Racism & Discrimination
Individualism
Reactionary Conduct

3. Discipline & Democracy

    Democratic Centralism: Members have the right to debate freely within organs, but once a decision is taken, a member must comply with the decision of the SPYL organ, even if he or she held a contrary view.

  • 02.

    Constructive Criticism: Members shall promote and exercise constructive criticism without fear and accept self-criticism to overcome errors or shortcomings.

  • 03.

    Vigilance: Members must be ever vigilant against infiltration of the SPYL by persons with malicious intent.

4. Security & Integrity

Confidentiality: It is a serious offense to reveal Party secrets. Members must be sincere, honest, and protect SWAPO Party and SPYL secrets at all times.

Misconduct: Gross misconduct, including violation of the Constitution, may lead to suspension by the Central Committee or expulsion by the Congress.

5. Digital Conduct

When using the SPYL Digital Portal and Social Media platforms:

  • Do not use the platform to spread hate speech, fake news, or content that brings the Party into disrepute.
  • Respect the dignity of all members, protecting vulnerable groups such as elders, children, and disabled persons.
  • Use your access to promote Pan-African solidarity and the ideology of the Party.
